Traffic Volume Data

Traffic Engineering collects and maintains Average Daily Traffic (ADT) counts for over 300 locations throughout the City. The designated traffic volume counts are conducted on a rotating three-year cycle, and also as needed for use in traffic control or school studies, railroad diagnostic reviews, and for planning and construction needs.

Turning movements are also collected and maintained for over 100 signalized intersections throughout the City. The counts are conducted during peak hours on a rotating five-year cycle, and also as needed for traffic control studies or for planning and construction needs.

All traffic count data is maintained, archived and available to the public for personal or business planning use. Please contact the City Call Center at (989) 399-1311 for all traffic data requests. Hard copies can be purchased for a nominal fee.

Traffic Studies

There are 105 signalized intersections throughout the City of Saginaw, in addition to over 1,500 Stop or Yield sign controlled intersections. Although the City has a number of open intersections, they are still controlled and enforced as defined in the Michigan Vehicle Code - MCL 257.649, Right-of-way rules.

If a change to an existing Traffic Control is desired, standard procedures require a specific request to be submitted in writing to:

A traffic study is then conducted to collect data for the intersection to obtain

  • 3-Year Accident History
  • Average Daily Traffic (ADT) counts
  • Sight Distances
  • Safe Approach Speeds

If data confirms that a change to the traffic control is warranted, the report is submitted to the Transportation Committee for review and the requestor is contacted with the results. If the committee concurs, the regulation change is submitted to City Council for approval. Once City Council approves, Traffic Control signs are updated in the field. School Studies

There are over twenty public and private schools in the City of Saginaw including elementary, K-8, middle and high schools. Currently there are thirteen adult crossing guards at eight different elementary schools to help increase safety for the students at major crossings surrounding the schools.

Each elementary school in the City has a designated crossing route map that outlines the proper walking route for students, and also shows the crossing guard and student safety patrol locations. The need for crossing guards at designated schools or locations has fluctuated over the years due in part to school closures, shifts in student counts, and changes in arrival and dismissal patterns.

If a school crossing guard is requested, standard procedures require:

  • A series of field reviews are conducted to assess school procedures and to perform:
    • Student counts
    • Vehicle gap studies
    • Speed studies
  • If data confirms that a crossing guard is warranted at a designated location, the report is submitted to the Saginaw Police Department and the requestor is contacted with the results.
  • The Saginaw Police Department hires, trains and places all school crossing guards.

Speed Studies

Requests are made throughout the year to conduct speed studies at various locations in the City of Saginaw, especially adjacent to schools and walking routes, in local residential neighborhoods, or at high pedestrian crossing locations. All City streets have a 25-mph speed limit unless otherwise signed or marked with a different speed.

  • Field reviews are performed to record speeds with radar and traffic data collectors
  • If data confirms a speed problem, a report is submitted to the Saginaw Police Department for increased enforcement
  • Upon completion the requestor is contacted with the data results
